The Delhi Pollution Control Committee (DPCC) issued the directions, which also included intensifying patrolling in "hot spots" with "no tolerance for visibly polluting vehicles", to government agencies following the orders from the Supreme Court-appointed Environment Pollution Control Authority (EPCA).

State bodies are taking extreme steps to control the pollution levels in the national capital. "We will take them when needed", Delhi Transport Minister Kailash Gahlot said.

However, Vardhan said the issue of air pollution "should not be politicised" and everyone should cooperate fully to protect the environment, while stressing the need for an "aggressive" plan to combat air pollution in Delhi.

The overall PM2.5 level was recorded at 210.

In Geneva today, the United Kingdom government has further committed to take action in bringing down particulate matter in the country, the most harmful air pollutant, promising to halve the number of British people living with concentrations of particulate matter above the World Health Organization guideline of 10 μg/m3 by 2025.

As per the data by Centre-run System of Air Quality Forecasting And Research (SAFAR), the PM10 level in Delhi stood at 333. As per AQI, PM 2.5 is at 228 (poor) & PM 10 at 273 (poor) in Lodhi Road area. The city's Air Quality Index (AQI) is already at the brink of slipping into the "severe" category.

According to the SAFAR, 9 percent of PM2.5 pollution in Delhi is caused due to stubble burning.

All construction activities involving excavation, civil construction (excluding internal finishing/work where no construction material is used) to remain closed in NCR districts from November 1 to 10, the letter stated.

During the hearing, the counsel appearing for the Delhi government said that a total of 40 lakh old vehicles in Delhi had been de-registered by the authorities.

Measures called for in the programme include banning any new nurseries, schools or playgrounds in "pollution hotspots", carrying out a comprehensive air quality audit of nurseries, schools and playgrounds in known pollution hotspots and bring in traffic exclusion zones around schools, nurseries and playgrounds.
