More than 15,000 people remain in shelters and more than 200,000 customers are without power across North Carolina, six days after Florence made landfall as a Category 1 hurricane, according to state officials. "But please know we will not give up on you".

Florence has already killed at least 35 people, including 26 in North Carolina and eight in SC where local media reported that two mental health patients drowned on Tuesday when the sheriff's van the women were in crashed.

In a news conference Tuesday, Cooper warned that sunshine doesn't mean the threat is over, and rivers continue to rise. Residents in the nearby town of Conway worry that's going to send water from the rising Waccamaw River to flood their homes instead.

The death toll has reached at least 37 across three states. Mike Sprayberry, director the state Division of Emergency Management, says FEMA officials have been in the state for days looking at housing options for the displaced.

Parts of two major interstate highways were still under water Tuesday.

In the state's Pender County, drone footage showed a section of I-4 that looked more like a river. "This region of North Carolina is still recovering from Hurricane Matthew in 2016".

People are being urged to not go around or move barriers in the roadways. "Protecting lives and property will be our goal".

"Our farmers took extraordinary measures in advance of this storm, including moving thousands of animals out of harm's way as the hurricane approached", the group said in a statement issued Tuesday.

"Most importantly, we give thanks to the incredible first responders, including sheriffs, police officers, firefighters, our great Cajun Navy", Trump said. Further flooding could push up that figure.

"It's never been done before". We love you. We miss you.

They are asking for volunteers to pitch in and for the following supplies, including: bottled water, non-perishable canned foods and dry milk, baby supplies, toiletries, feminine products and adult diapers. "We've got a big airport".

The president is scheduled to visit flooded areas near Myrtle Beach, South Carolina.

As floodwaters continued to rise, concerns grew about environmental and health dangers.

Much of Columbus County, where Fair Bluff is located, was under water, according to Steve Abbott of the North Carolina Department of Transportation, with most roads closed and "driving not advised".

President Trump said nearly 20,000 military personnel and federal workers were deployed to help with the aftermath of the storm, The Associated Press reported.

The North Carolina Department of Environmental Quality says that walls on four of these lagoons had failed, spilling manure.

Many areas remained cut off by floodwaters and inundated roads.

"North Carolina allows all this risky waste to be stored next to its flooding coastal - and, for that matter, inland - rivers", Frank Holleman, a senior attorney at the Southern Environmental Law Center, told the Raleigh News & Observer.

Florence also did damage to the state's coal ash disposal sites, including pits, ponds and landfills all owned by Duke Energy.

Meanwhile, Sanderson Farms, one of the nation's largest poultry producers, estimated about 1.7 million of its young chickens had died as a result of flooding.
