Two Koreas sign joint agreement after leaders' one-on-one summit

Kim personally thanked Moon for making the Trump-Kim meeting happen and expressed hope for "more advanced results" in talks with the United States, without elaborating on how he would define the term.

Prior to his departure from Seoul, the leftist South Korean president told reporters that he hoped the United States and North Korea could resume denuclearization talks in the near future.

"It is no exaggeration to say that the [North] Korea-US meeting is all thanks..."

According to aides to Mr Moon, Mr Trump has asked the South Korean President to be "chief negotiator" between himself and Mr Kim, after the US President cancelled a trip to Pyongyang by Secretary of State Mike Pompeo last month citing lack of progress in nuclear talks.

"You Mr. President are traveling all around the world, but our country is humble compared with developed nations", Kim told Moon.

They kicked off their third meeting of the year on Tuesday in Pyongyang, where cheering crowds greeted the leaders as they travelled through the capital.

In Singapore, Kim declared his backing for the denuclearisation of the peninsula, but no details were agreed and Washington and Pyongyang have since sparred over what that means and how it will be achieved.

USA officials involved in the latest negotiations have said North Korea has refused to even start discussions about defining denuclearisation.

Dialogue between America and North Korea stalled in mid-August after North Korea appeared to stop cooperating with the United States, while Washington refused to respond to demands from the communist Kim regime to lift sanctions on its economy.

"It is due to its nonsensical, irrational stubbornness that other issues can only be discussed after our country has completely verifiably, irreversibly dismantled our nuclear capabilities. without showing the intention to build trust including declaring the end of war", the newspaper said in an editorial. The talks are expected to be followed by a joint statement and a news conference, Moon's office said. Moon will return home early Thursday. The business leaders met with North Korea's deputy prime minister while Moon and Kim met at the headquarters of the Workers' Party of Korea.

"If and when" they reach an agreement, they would announce it jointly but not take questions, he said.

The institution was sanctioned by the U.N. Security Council previous year as part of global efforts to rein in Pyongyang's nuclear and missile programs by drying up its revenue sources.

"The North agreed to permanently close the Tongchang-ri missile engine test site and missile launch facility in the presence of experts from relevant nations", Mr Moon said after the signing.

U.S. Ambassador to the United Nations Nikki Haley accused Russian Federation on Monday of "cheating" on U.N. sanctions on North Korea.
