The National Weather Service has confirmed that at least two tornadoes spawned by the remnants of Hurricane Florence touched down in Virginia.

An additional 5-13cm of rain is expected with isolated areas of 20cm possible through Tuesday in the Carolinas and Virginia.

The storm killed at least 11 people in North Carolina, including a mother and child hit by a falling tree, state officials said.

Another six people have died in SC due to Florence, WSOC reported.

"This remains a significant disaster", North Carolina Gov. Roy Cooper said at a news conference.

Four days after Florence blew ashore and began unloading more than 2 feet of rain that paralyzed much of North Carolina, Wilmington was still virtually cut off from the rest of the state, with just one road tentatively open as a supply route.

Utility crews from multiple states worked to restore power, and outages were down from a high of more than 900,000 to about 320,000 homes and businesses, almost all in North Carolina.
