N.Y. to impose 1-year cap on new Uber licenses

Drivers who support the cap made their voices heard outside of Uber and Lyft offices in Long Island City on Monday afternoon.

"We start to double the amount of vehicles we purchase".

The council bills also set a minimum pay standard, after a study last month found that 85 percent of for-hire vehicle drivers earn less than $17.22 an hour.

"We recognise that there needs to be a level playing field between minicabs and licensed cabs on London streets but we believe Uber has operated unlawfully, resulting in a loss of earnings for many qualified licensed cab drivers".

There is "resounding support" for the cap among drivers, said Bhairavi Desai, executive director of the New York Taxi Workers Alliance, a group that represents many taxi and Uber drivers. "Congestion is worse now and there are so many for-hire vehicles on the road".

Also, people who live in the outer boroughs worry they will be left stranded. But Post said Uber opposes government-set caps on drivers, arguing they would decrease overall service, increase costs for passengers, and reduce service to neighborhoods that don't have easy access to mass transit. "That alone is a reason to call a time out and assess what's going on here".

The RDSU also demanded that Uber allow drivers to opt out of the UberPool system (where passengers share with others) and increase uberX base rates by at least 15 percent, to account for the "constant increase in auto maintenance and on road costs".

An Uber spokeswoman told AAP the company wanted successful driver-partners so had invested in technology to encourage more riders to share tips about the best times and places to drive.

Lyft, the second most popular app, has joined Uber in opposing the cap and says that almost a quarter of its drivers could leave because of routine turnover, leading to a shortage of drivers over the next year if a cap is adopted.

App-based companies Uber, Lyft Inc. and Via Transportation Inc. tried to head off the council vote with an offer to set up a $100 million fund to help debt-laden drivers who had borrowed hundreds of thousands of dollars to buy taxi medallion operating permits years ago.
