Exactly One Year After Donald Trump Became President, the Government Shuts Down

America's federal government shut down at the stroke of midnight Friday, (local time) - halting all but the most essential operations and marring the one-year anniversary of President Donald Trump's inauguration in a striking display of Washington dysfunction.

Negotiations with the White House on a bipartisan compromise on DACA blew up last week after Trump reportedly referred to African nations and Haiti as "shithole countries".

Short said Trump spoke with Senate Majority Leader Mitch McConnell, R-Ky., Saturday morning and would be in contact with other congressional leaders throughout the day. But it does not have any substantive changes on immigration or long-term spending, which would be key to a longer resolution.

Senate Minority Leader Chuck Schumer, D-N.Y., said voters will fault Trump and the GOP.

Since the shutdown began at the start of a weekend, numerous immediate effects will be muted for most Americans.

The three-week proposal before the Senate on Saturday has been championed by Sen. Lindsey Graham, R-S.C., said he thinks it could work.

Despite the apparent lack of a deal to avoid a shutdown, the mood was slightly more optimistic on both ends of Pennsylvania Avenue earlier on Friday evening, with negotiators hopeful that a deal would come together - if not by midnight - then sometime this weekend before almost a million federal workers head back to work on Monday.

The measure brought to Congress would have extended federal funding until February 16 and reauthorized for six years a health insurance program for poor children - a long-time Democratic objective.

As the shutdown took effect, Senate leaders were still talking on the floor after a procedural vote late Friday lacked the 60 yes votes needed to advance the House's four-week funding bill.

As Republicans and Democrats heatedly blamed each other for the shutdown, Congress scheduled a Saturday session to consider a three-week version of the short-term spending measure.

Shortly before midnight, the White House released a statement blasting Democrats as "obstructionist losers".

"Senate Democrats own the "Schumer Shutdown", press secretary Sarah Sanders said in a statement early Saturday morning.

"The president will not negotiate on immigration reform until Democrats stop playing games and reopen the government", she continued.

"You're seeing across-the-board efforts by the administration and each of the agencies to minimize the impact of the shutdown on the American people", one White House official said on a conference call with reporters.

"What we have just witnessed on the floor was a cynical decision to shove aside millions of Americans for the sake of irresponsible political gains", the GOP leader said. "A government shutdown was 100 percent avoidable, completely avoidable".

White House negotiators, legislative affairs director Marc Short and budget chief Mick Mulvaney, went to Capitol Hill to meet with House Republicans, who emerged holding fast to their stance that they would not negotiate while the government was shuttered.

"Negotiating with President Trump is like negotiating with Jell-O", Schumer said.

Polling released Friday from both Washington Post/ABC News and CNN found that most Americans would blame Trump and Republicans over Democrats in the event a shutdown occurred. But if no deal is reached before Monday, hundreds of thousands of federal employees will be furloughed. Active-duty military will stay in service, along with post offices. We could say 'We're shutting down the government.
