UC claims Gov. Brown's proposed funding increase is less than anticipated

In 2013, the state enacted the K-12 Local Control Funding Formula to increase support for the state's neediest students and restore local district flexibility over how money is spent in schools.

"What we can talk about is spending now and cutting later, or filling the reserves and continuing our spending right along", Brown said.

Chancellor Oakley Wednesday praised Brown's plan for the online college, which will target adult learners and those who live and work far from existing colleges and offer them certificates tied to their careers and courses for future degrees.

Gov. Brown and Attorney General Xavier Becerra have fought almost every single major Trump administration policy, and have held out California's liberal policies as an alternative model for America to follow. Brown's spending plan acknowledged the uncertainty caused by federal policy, including Congress' failure to reauthorize the Children's Health Insurance Program (CHIP).

Brown's budget plan would also spend an additional $59 million in bonds and special funds, which are revenue sources dedicated to specific purposes, including taxes from marijuana sales that began January 1.

Brown's presentation warned that leaner times are near.

Brown's first budget for the 1975-76 fiscal year was quite modest by contemporary standards, $11.5 billion, and was contained in a thick sheaf of loose leaf pages bound with brown shoelaces.

Assemblyman Jim Frazier, D-Solano, who is chairman of the Assembly Transportation Committee, is pleased with that particular move.

"Californians worked incredibly hard to pay these record high taxes and deserve the absolute best return for their hard work", said Senate Republican Leader Patricia Bates, R-Laguna Niguel. The budget calls for $238.2 million to be spent on it in 2018-2019, including more money for the recruitment and retention of foster families.

"Supporting wildfire recovery and reducing fire risk must be top priorities in the budget", he said in a statement. This year, with only six months of taxing, the budget estimates $175 million in pot taxes. An update to the budget will come out in May, and the state Legislature and the governor must come to agreement on the final spending plan for 2018-19. The senator recently introduced a bill to provide universal preschool to all 4-year-olds in California. We need to step up our investment in the next generation.

Wednesday he added that expanding preschool access will "improve student success and lifetime incomes".

Assemblyman Vince Fong, a Republican from Kern County and a former staffer of House Majority Leader Kevin McCarthy, said the forecast windfall was evidence that a gasoline tax increase passed by Democrats previous year was unnecessary. Assembly Budget Chair Phil Ting has laid out numerous proposals for the projected budget surplus.

Brown stated that they haven't collided with recession yet but soon will.

The good times have lawmakers airing plans to spend some of the surplus. "Unfortunately, this illustrates the fact that Californians pay too much in taxes".

"In a ideal world, the surplus would be returned to taxpayers", added Assemblyman Jay Obernolte of Hesperia, the top Republican on the Assembly budget committee.

The nonpartisan Legislative Analyst's Office said in November that the state was on track to end the 2018-19 fiscal year with $19.3 billion in total reserves.

Brown said that in the past the state has experienced 10 recessions since World War Two and we must be prepared for the next one. "Let's not blow it now".

That potentially dark future Brown predicted is one he won't have to preside over; the 79-year-old governor will leave office after this fall's elections.

"The next governor is going to be on the cliff", he said.
